Position Summary

The Contract Manager performs duties encompassing the processes of procurement, development and administration of commercial and government contracts and the selection of subcontractors.

General Purpose

This position is the Contract Manager for an assigned group of contracts for background investigation and physical security services, primarily supporting the legacy Omniplex organization. The Contract Manager will have full responsibility for contract administration and support working in concert with program personnel. The position also may require assistance with business development and proposal creation for new business opportunities.

Position Responsibilities


  • Act as a primary interface with Customers, Teaming Partners and Vendors to identify and assist in meeting contractual requirements and achieving contract and procurement compliance.

  • Facilitate contract execution by working with Government Contracting Officers (COs), Administrative Contracting Officers (ACOs) as well as Contracting Officer Representatives (CORs) and individual Program Managers.

  • Work with PMs/DPMs to ensure contractual issues are handled in a timely manner.

  • Coordinate with finance and accounting departments to ensure customer billing is in accordance with contract requirements and/or applicable laws and regulations and assist in ensuring prompt and accurate payment from customers.

  • Supervise the preparation, review, and execution of administrative specifications for contracts and new or existing agreements.

  • Supervise and/or assist with the resolution of contractual issues, including interpreting contract language and negotiating contract changes.

  • Assist in business capture activities and assists in the formulation and development of technical proposal content to include staffing and operational requirements and cost/price proposal content to include pricing development, analysis, and bases of estimate.

  • Ability to develop and understand pricing on current contracts for statement of work revisions; requests for equitable adjustments; estimates to complete; budget scenarios; ROM; other projections and/or requirements.

  • Interpret financial analysis and data of contract performance.

  • Participate in Project Management Reviews as well as prepare and maintain internal contracts reports and trackers.

  • Assist with client audits, as necessary (DCAA, DCMA, State, Internal, etc.).

  • Prepare and process contract closeout documentation in coordination with appropriate Constellis Departments.

Essential Skills and Experience

  • At least 10+ years of experience in contract management and procurement-related roles. This would include experience in the following areas: contract management, subcontract administration, proposal development, pricing strategies, incurred cost submissions, indirect rates, FFP, CPFF, CPAF, IDIQ, T&M, LOE, BPA, GSA Schedules, auditing/DCAA, contract negotiations with the federal government, contract closeouts

  • Experience in administering contracts containing Service Contract Act (SCA), Collective Bargaining Agreements, Wage Determination and developing and negotiating requests for equitable adjustments associated with changes (to include Health and Welfare adjustments) in these types of contracts.

  • Bachelor's Degree from accredited college or university or equivalent experience

  • Ability to research, interpret, and analyze precedent decisions, laws, and regulations including, but not limited to, the FAR, DFARS and various GSA schedules.

  • Demonstrated ability to manage multiple projects simultaneously in a fast-paced dynamic and fluid environment is required.

  • Superior organizational and time management skills, as well as the ability to work in a team environment and display professionalism

  • Excellent communication (oral and written) and strong interpersonal skills are required

  • The confidence and abilities to prepare and engage in oral and visual presentations to management, executive board and other contracting officers

  • Demonstrated skill in maintaining contract files, the administration of contract modifications and the development of cost proposals

  • Proficiency and skill working with the Microsoft Office suite

Valued but not required Skills and Experience

  • Accounting or financial administration background

  • Experience with the Deltek CostPoint enterprise system

  • Program Management/Project Control experience

  • Experience with largehigh value single award and multiple award contracts with large subcontractor content focusing on the U.S. Federal Government communities

  • Experience with Force Protection and Security Services contracts

  • Experience with Background Investigations or Professional Services contracts

  • Experience with Unions and Collective Bargaining Agreements (CBAs)

  • NCMA certification as a Certified Commercial Contracts Manager (CCCM), Certified Federal Contracts Manager (CFCM), or Certified Professional Contracts Manager (CPCM)

  • Possess a current security clearance or ability to obtain a security clearance.

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday through Friday from 8 am to 5 pm, however, some extended or weekend hours may be required.


May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
