Responsibilities

Description:

Candidate will bea Program Planning Analyst reportingdirectly to the Program Operations division of the Systems Engineering and Integration Program, and will provide strategic and tactical support to the Program Operations team, specifically for program staffing.TheSystems Engineering and IntegrationProgram Operations team is responsible for implementation of portfolio sourcing and business execution of theSystems Engineering and IntegrationProgram, including resource (staffing) identification and allocation, financial planning, partner relationship management, cost control and metric reporting, and supplier research and analysis.

Responsibilities include, but are not limited to:

  • Support the planning and coordination of program staffing functions for Vencore and partners
  • Qualify candidates against government specified labor categories and levels
  • Conduct cost assessments for candidates to expose program cost impacts
  • Open Vencore staffing requisitions for sourcing and closing candidates against
  • Facilitate Vencore staffing collaboration meetings
  • Track candidates through the staffing life cycle to ensure all steps are performed timely and accurately
  • Schedule interviews and coordinate with other Vencore managers on internal candidates
  • Support corporate and government labor audits
  • Develop Business Operations Standard Operating Procedures (SOPs)
  • Develop, communicate and implement Business Operations process improvements
  • Collaborate with Program Operations teams on financial analysis and reporting
  • Support Program and Line of Business forums
  • Provide support to program surge proposal requests as required (both technical and financial portions)
Qualifications

Required Qualifications:

  • Active TS/SCI Clearance
  • Bachelor’s degree, or related experience
  • 6 years of experience in program planning, program control, program operations, program management, contracts management, or related field
  • Ability to interpret contracted labor categories and map them to a candidate’s experience, level and education
  • Strong team-working skills, with the ability to liaise across team members and leadership
  • Strong organization/project management skills; demonstrated ability to manage multiple assignments/projects, timelines and to identify project inter-dependencies, resource needs, potential risks/pitfalls and mitigation plans
  • Manage ideas and make decisions through critical thinking and problem solving capabilities
  • Demonstrate learning agility in working with new, complex business problems and to provide innovative, value-added solutions
  • Demonstrated success for early/on-time completion of assignments/projects with the outcome resulting in the delivery and execution of a quality product/analysis
  • Flexible, innovative with the ability to excel in a fast paced, growth-oriented and time-critical environment
  • Ability to scale and quickly adapt as business needs change
  • Strong verbal and written communication skills
  • Experience in preparing and delivering presentations that convey key concepts and outline recommendations to various levels of management

  • Strong Microsoft skills, specifically PowerPoint, Excel and SharePoint

Desired Qualifications:

  • 1+ years’ experience with NGA
  • Demonstrated experience in business analytics
  • Strong quantitative skills through the use of Excel
  • Relevant Systems Engineering & Integration (INCOSE), PMP or IT (ITIL) certifications
  • Ability to take vague concepts and translate into a specific course of action
  • Ability to think and act strategically and to provide recommendations that add client/organizational value
  • Ability to lead, partner and influence effectively among all levels of the organization
  • Project management / team leadership experience
  • Strong business perspective, solid understanding of company financials, long range strategies, and core organizational capabilities
  • Experience working all aspects of proposals (to include coordination, financial and technical portions)
