Responsible and accountablefor the management, budget, and execution performance of a single or multiple technicaldevelopment program(s). Typically serves as interface with external customer(s)and may require coordination of program requirements withmultiple subcontractors.Requires the proposal, development, coordination, and execution of new programplans.


  • Coordinates proposalpreparation; statements of work and specifications; estimation of product costand the negotiation of contract prices, financial terms and programrequirements.

  • Works independently.

  • Formulates program plans andobjectives for requirements driven program execution.

  • Establishes cost controlsand monitors adherence to contract requirements, reporting and justifying ofcosts through:

  • Review and analysis offinancial metric data (winsight, MPM, etc)

  • Development, review andupdate of Cost Projection Forecasts (CPF)

  • Development, review andupdate of Program Management Status Reports (PMSR) and Cost Performance Reports(CPR)

  • Development, review andupdate of external Cost Schedule Status Reports (CSSR) as required

  • Review and update of EndItem Shipping Schedules

  • Spearheads ProgramManagement Reviews (PMR)

  • Establishes and monitorsadherence to program plans, including schedule and risk management, resourceplanning, requirements management, and cash flow management. Prepares andissues operational and program directives and controlling product configurationas required.

  • Develops and maintainspositive relationships with the external and internal customers.

  • Reviews and directs theperformance of program functional task elements such as engineering,procurement, manufacturing, quality control, logistics, and administrative functions.

  • May supervise the work ofProject Managers.

  • May informally tutor lessskilled personnel to increase their effectiveness.

  • Provides leadership in theapplication of product improvement methodologies and reinforces engineeringbest practices.

  • Adheres to requirementsdefined by Textron Systems Program Management System procedures, workinstructions and process guides.



  • Demonstrated knowledge ofproject management practices, processes, and/or standards at all phases of aproject lifecycle. Must demonstrate ability to identify, manage, and mitigaterisk.

  • Understanding of varioushardware and software engineering technologies. Demonstrate knowledge ofapplicable military and commercial specifications and standards such as AS9100and ISO 9000/14001 requirements.

  • Knowledge and understandingof the procurement or acquisition processes for primary customers and markets.

  • Must demonstrate experiencecollaborating with contracts and supply chain.

  • Demonstrated cost and financialmanagement knowledge to include program cost control, profit and loss, cash andinventory skills.

  • Strong leadership and teambuilding skills.

  • Effective written and oralcommunication skills.

  • Ability to direct goaloriented activities of a diverse work force.


Program(s) managed by thisposition typically have a moderate future growth potential represented indiscrete products or components that include derivative technologies.Long-range forecast is projected to continue two or more years.


Program(s) typically employestablished technologies that require the application of advanced principles,theories, concepts, and techniques to provide solutions to a variety oftechnical problems. Requires coordination of technologies across programrequirements.


  • Minimum 7 years of directlyrelated experience required with a bachelor’s degree - technical field ofEngineering or Computer Science highly preferred.

  • Master’s Degree - (Maysubstitute 5 years additional experience for Master's Degree)

  • Project Management Institute(PMI) certification as a Project Management Professional (PMP) or equivalentdesired or Defense Acquisition Workforce Improvement Act (DAWIA) Level III inProgram Management Preferred.
