This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A;), Office of the Deputy Undersecretary for Mission Readiness (DUSMR), Privacy/Intelligence Oversight Branch (PIOB). The Primary purpose of this position is serve as a Government Information Specialist (Privacy Act/Freedom of Information Act) supporting the public's right to federal government information as required by the Freedom of Information Act of 1966 (FOIA), as amended; the Privacy Act of 1974 (PA), as amended; OPEN Government Act of 2007 and 2009; Section 222 of the Homeland Security Act; Office of Management and Budget guidance; and DHS policies outlining PA and FOIA program requirements.

Promotion Potential: This position has promotion potential to GS-13.

This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period. This position does not confer non-competitive conversion to the competitive service. Acceptance of an excepted service appointment from applicants in the competitive service will require a written statement of understanding when voluntarily leaving the competitive service.Veteran's preference requirements do not apply to Title 50 appointment authority.

Responsibilities

As a Government Information Specialist GS 0306 11, your typical work assignments may include the following under supervision:

  • Support the I&A; privacy program as a Privacy Analyst supporting the I&A; Deputy Privacy Officer sustain privacy protections and establish a culture of privacy awareness and compliance.
  • Assist in privacy-related matters involving privacy compliance, including the development of compliance documentation, including Privacy Threshold Analyses and Privacy Impact Assessments, and handling Privacy Act-related incidents, inquiries and investigations.
  • Support the I&A; FOIA program as an Analyst supporting the I&A; Deputy FOIA Officer.Receive incoming information requests and works with requestors to perfect their requests.
  • Create working files and enter request data in the FOIA tracking database.Review, research, analyze, and evaluate requests for appropriate handling.Identify and task responsible I&A; offices that maintain responsive information.Assemble responsive documents; apply exemptions and exclusions; draft response letters and other FOIA correspondence for review by the I&A; Deputy FOIA Officer.
  • Formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.

Qualifications

Specialized Experience: You qualify at the GS-11 grade level if you possess one of the following: A. You must possess one year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as gathering information, identifying and analyzing issues related to the Privacy Act and the Freedom of Information Act, and developing recommendations to resolve substantive problems. Such experience may include: * Making decisions concerning the interpretation of considerable data, planning of the work, and refinement of the methods and techniques to be used, and * Establishing criteria; formulating projects, assessing program effectiveness; and analyzing a variety of unusual conditions, problems, and questions.; OR B. A Ph.D. or equivalent doctoral degree; Three full years of progressively higher level graduate education leading to such a degree; (or an LL.M., if related. Admin and Mgmt positions only); OR C. A Combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
